Congress, the Court, and the Bill of Rights, 23 Cumberland Law Review 93 (1993)
Our bifurcated panel this morning will discuss Congress' power and duty to construe and to enforce the Constitution. The first pair of speakers, ]onathan Macey and Virginia Seitz, will discuss the differences between economic and noneconomic freedoms, and our second pair of speakers, Gary Lawson and Walter Dellinger, will discuss Congress' powers under Section 5 of the Fourteenth Amendment.
