I found many of the assertions and conclusions contained in William B. Burnett and William E. Kovacic's article, The Reform of United States Weapons Acquisition Policy: Competition, Teaming Agreements, and Dual-Sourcing to be valid, despite the fact that much of the authors' commentary expresses concern about the Navy's use of competition and dual-sourcing. Although recent scrutiny of the defense acquisition process has created a furor among those unfamiliar with the process, Burnett and Kovacic chave presented a generally accurate picture of the acquisition process and the recent changes that it has undergone.
